Fondata nel 1978 tramite il decreto presidenziale emanato nell'ambito degli interventi legislativi che seguirono il terremoto del Friuli del 1976, la Sissa fu concepita dal suo fondatore, il fisico Paolo Budinich (foto), come un istituto di ricerca avanzata, con un forte carattere internazionale, innovativo e agile dal punto di amministrativo. Ma anche un centro di formazione, esclusivamente post-laurea, altamente selettivo.
